SUMMARY Today, the Moroccan littoral is a complicated space, exposed to profound alteration and perpetual transformations. It is subjected to all kinds of aggressions towards its environment: anarchic construction, human and industrial pollution, the degradation of the dune, etc. As for the market of land (owned by people or the government), it is blocked up by structural, juridical and socio-cultural rigidity. This rigidity is due first to the diversification of the land statute (land owned by a person, by a group of people, by the government and other forms of ownership) ; and secondly to the difficulty to check and to know the owner of some lands (because some people don’t register their land according to the law. To face these difficulties and obstacles, and to bring a solid and effective development, the administration responsible of land use planning recommends the elaboration of law which defines the littoral space and attributes particular competences to collectivities and governmental offices for the protection and utilization of these lands. Besides this, for the management and development of the Moroccan Mediterranean cost, a strategy has been elaborated based on a three-fold objective: territorial, structural and functional.
