ABSTRACT
Ageing population is a global phenomenon all across Europe, and France has to face the problem too. The increase number of elderly in France is a challenge for the governmental policies. Today, the policies have to answer therequest of the population about elderly. These policies focus on the home care policy and on the development of the care institutions. The aim is to give a good way of living to the elderly by maintenance in the person environment and by an improvement of the quality of the care institutions. BACKGROUND
Ageing population is a global phenomenon all across Europe. The increase in the numberof „older‟ people in society, and especially the increase of dependent elderly, raises questions about the demographic, structural, cultural and economic transformations. Most of the European countries have a long tradition of social welfare, but today the system has to be put under questions in order to face the new challenges. In France, since 2003 and the plan vieillesse et solidarité (Ageingand Solidarity) ageing, and moreover dependent ageing, is becoming an important topic in society and the government is aware of the size of the problem. According to the French regulation, a person is defined as „old‟ when she is over 60 years old. In 2000 22% of the population was over 60 and this number will be raised by +40 in 2020. As well almost 7% of the population was over 75, at the age whenthe dependency increases, and this number will be raise by +80% in 2020. The progressive ageing of the French population and the increase of the physical and mental dependency make up the problem very serious. It is a challenge that is as well medical, social and financial. In November 2005 the Cours des Comptes (Court of Auditors) made a report about the dependent elderly in order to assess thesituation of the elderly in France. This report shows that since the end of the 1990‟s several measures have been taken. However, in spite of the measures provided by the state, the needs of the elderly are still real an important. Today, the concept of “active ageing” has a real place in the French policies. The aim is to include elderly in the society by given them good conditions of living,even for dependent elderly. Caring for the dependent elderly is an important stake for the social policies. The state has to provide them the help and the care they need in order to keep a decent living as long as possible.
