This report was conducted by a non-professional external auditor by different means : interviews of employees of the MFI, of the Board ; research in all the documents available in English (Credit and Saving Policy, Human Resources Policy, Financial Reports 2007 and 2008, etc.) ; research on different websites (cbird.com.kh ; UNPD ; rdb.org ) ; field investigation. Difficulties were faced because of the language used as the working language (Khmer language), availability of the staff, lack of statistics, indicators and of precise information. Some inaccuracies can be the result of difficulties to communicate. The answers can be inaccurate because falsified by the person answering. CBIRD operates in Cambodia a small asian country of 15 million inhabitants that is particularly poored compared to other countries of the South East Asia. Its inhabitants average income per year is US $ 450. With a GNP of $ 8,639 millions in 2007, Cambodia is one of the less developed country in South East Asia. The Khmer Rouge regime (1975-1979), its atrocitie, its blind will of installing a truthful agrairian society have led Cambodia to an economic and humanitarian disaster. Therefore, Cambodia has lost many years on the way to development. Despite those disadvantages, Cambodia is on the way of renewal thanks to a political stability, a strong growth (10.2% in 2007) and a better integration in the asian economy.
