Gérard Chevalier : Mission administrations and influential struggle, in the field of social prevention.
Between 1981 and 1986 the sector of social prevention was the backcloth for the creation of mission administrations and for a multiplication in the number of interdepartmental programs. The analysis of the relationships amongst the central institutions involved in these cross-interventions leads to a contradiction as regards the official representation of state action to provide a global approach and formalization of central actors with a rational approach. This analysis shows that in a sector with little institutional structure, conducting policies is more a result of endogenous determination (conflicting interest from within, social relationships within the administration) than of arbitration carried out by technocracy between sectorial and global interests.
