Anti-managerial ideas emphasise self-management and the empowerment of lower-level staff rather than specialised control or external control of work. The philosophy of anti-managerial modeplaces priority on general consensus over individual authority, thereby promoting mutuality and participation. An authority figure or manager is perceived as one who might undermine the confidence, self-motivation, sense of responsibility and sense of commitment of employees. While one feature of anti-managerial philosophy-- team-work, generally promotes effective public service delivery, anotherfeature of this philosophy-- the absence of specialised or external control, engenders poor public service delivery. In his article entitled “Managing improvement in the U.S. government”, Armand Feigenbaum argues that contrary to “false management doctrine”, according to which “management and successful improvement mean[s] getting the ideas out of the boss's head and into the hands of theworkers,” strong leadership is needed in order to make the delivery of public services more effective.
