This document is an interview: New River Media interviewed David Kennedy. No indication concerning the date but we can guess it has been made in the 20th century because he talks about World War II (WWII) and because Kennedy is an historian and professor at Stanford University. First let us clear the context at that period, then the changes that war caused in the society.

WWII took place from 1939-1975. Europe was most involved in that conflict but due to alliances, the United States took part to the war effort.
Given their geographical position, their isolationist policy, the US went to war later, in December 1941 after what Roosevelt, (president from 1933 to 1945) called « the day of infamy »: Pearl Harbor bombardment by the Japanese.
During this period of time, the United States knew inflation.
Indeed, because of the WWI The military budget raised. David Kennedy explains that to follow war needs the civilian production turned into military production: it was a “war economy” with “full employment”. It forced the manpower to produce more and faster and the government to create money, rising down the dollar value and thus provoking inflation.
You also learn that “prices doubled between 1917 and 1920” because this inflation process first appeared with WWI.
Knowing that WWII only began in 1941 in the US, these economic troubles didn't matter this much. In other words: they had time to fix that: “ World War II is a different story(...) because approximately 20 or 25 percent of the economy's resources were under- or unemployed in 1941”.
