Abstract
Public organizations, even more than private enterprise, have great difficulty in adapting to the rapid transformation of the environment. Following the analysis of three major kinds of reactions to these problems by the french public administration, the author underlines the contradictions which ensue when on the one hand, public administration is faced with the dilemma of maintaining traditional principles linked to bureaucratic rules and specialization and on the other, to be more realistic and recognize the diversity of activities within federal and local agencies. Four kinds of professional activities in the public sector are discussed as an example of why it is no longer possible to apply the same rules and regulations to all public organizations. Finally the present paper advocates the need for an intellectual mutation which would thus make it possible to implement a variety of management techniques in the public sector.
Résumé
L'Administration publique a davantage de difficultés à s'adapter aux transformations accélérées de son environnement que les entreprises privées. Après avoir analysé les trois grands types de réactions de l'Administration française face à la pression croissante de son environnement, fauteur met l'accent sur les contradictions qu'impose au management public l'opposition entre la volonté de maintenir des principes traditionnels d'unification et de standardisation et une réalité d'activités de plus en plus diversifiées.
