A Modest Proposal: (For Preventing the Children of Poor People in Ireland from Being has Burden to Their Parents now Country, and for Making Them Beneficial to the Public), more collectively entitled Modest Proposal, is a pamphlet written by Jonathan Swift in 1729. Swift is an Irish satiric writer born in England member of Scriblerus Club, known for his satires and his rather ironic even sarcastic way of writing especially in his funny pamphlets. A pamphlet is text at the same time short and virulent and questions the established order; it is mostly characterized by a criticism of the power in position. The verb and the tone is violent and the shape short.
1729, the colonization of Ireland is finished since nearly a century. The diversion of the harvests for the benefit of the English owners starves the Irish people. In this context, Swift’s proposition to eradicate poverty of the Irish countryside is simple: consume, as meat, the children of the poor beggars as soon as they reach the age of one year thereby providing income for poor Irish parents and rendering them useful to society as a whole. At first sight the awfulness of the proposal is clear. However, Swift employs such subtle and witty language that it’s impossible for the reader not notice the obvious deplorable aspects and to agree with his arguments.

The skillful irony employed by swift throughout the pamphlet is quite clear in the justifications of his arguments. At the beginning of the text, Swift explains "it is agreed by all parties" that the overpopulation of children is a problem that is "a very great additional grievance" to the current "deplorable state" of Ireland.
It can’t be denied that this is a positive and beneficial proposal. It is not until further in the text, that Swift's true proposal becomes clear.
