They are relatable but as a counter-identification. Most people usualy identify to the good guys and identify to the opposite of the bad guys. Thus the empathy felt is the kind of empathy that distantiates you from the subject instead of projecting you in his psyche : "Poor evil guy, I'm glad I'm not like him". And this notion of good vs evil, if explained (psychologically) too clearly takes away part of the mystery of the associations and the connections between good and/vs evil. I find the constant questioning on the origins of good and evil more beneficial then their psychological explanations.

I think that explaining evil behavior with psychology, in fiction, reduces Evil from a metaphysical state to a personal character driven state (physical and moral evil instead of a metaphysical evil). Which leads most viewers/ readers into counter identification with the evil doer and thus distantiation from the evil acts being done. This negates the idea of evil being a constant, a human and social imperfection.
