1. Highlights of the Crisis Year 2008/2009

The world economic crisis had asevere impact on cocoa grindings in 2008/2009, while the negative impact on chocolate production and consumption was limited. On the other hand, the 2008/2009 cocoa year (from October to September) was a good to very good year for the cocoa farmers and the cocoa exporting countries. The global grindings of cocoa beans are estimated to have declined by 6.6%, with grinders hardest hit in Asia andOceania, where grindings declined by almost twenty per cent. It is estimated that the global decline in production and consumption of chocolate was, in general, much more limited than the decline in cocoa beans grindings. In contrast, price developments in the world cocoa markets were very positive, as – by coincidence – world cocoa bean production declined by almost six per cent, resulting in anotherproduction deficit. During the year in question, the International Cocoa Council, under the chairmanship of Dr. Victor Iyama (Nigeria), gave high priority to the preparations of a future International Cocoa Agreement. As the current International Cocoa Agreement, 2001 expires in 2012 at the latest, it was considered important to begin preparations for a new Agreement on a timely basis, assignature and ratification by the countries concerned requires time. The Working Group for a future International Cocoa Agreement met several times and made good progress, with the aim of holding an International Cocoa Conference in April 2010 under the auspices of the United Nations in Geneva, to negotiate a new International Cocoa Agreement.
