The Reforms of Foreign Trade and the Liberalization of Cereals Markets Abstract. Since 1973, market controls in Morocco are accomplished by the Office National Interprofessionnel des Céréales (ONICL). Subsidies for soft wheat flour play a significant role in price stabilization for flours and grains. Within the structural adjustment programme, since 1985, cereals markets have undergone a series of reforms which remains to be completed; and markets disfunctioning for soft wheat (suffering from a structural deficit) as well as for barley (affected by conjoncture surpluses) have their importance. Reforms of foreign trade are likely to bring about a more efficient type of market controls using the reference price system; they require an appropriate follow-up of markets in addition to the redefinition of the Office's functions.
